Two chlorine atoms trans to each other on a ring like trans-1,2-dichlorocyclobutane will have a small molecular dipole moment. When two chlorine atoms point in opposite directions in a molecule as in cis- 1,3-dichlorocyclobutane, they effectively cancel and the molecular dipole moment is essentially zero.
