Proper waste disposal has become an important issue in Halifax. Earlier this year, the city introduced new collection rules for compost, garbage and recyclables. The municipal government wants to decrease the percentage of warnings given next month. They randomly chose 100 people who own homes in the HRM, and randomly assign 50 to listen to a talk on the importance of properly sorting waste and 50 to read pamphlets about consequences of not properly sorting waste. At the end of next month, the number of warnings given will be recorded.
A member interviews a random sample of 200 households from the HRM, and finds that 5% reported that they received a warning letter on their waste. Another member of the municipal government looks at the records kept by waste collection companies in the city, which show that 7% of households received warning letters last month.
